  1. The Civil Liability of Nuclear Damage Bill, passed in the Lok Sabha in August 2010, does make provision for establishment of claims commission and appointment of claims commissioner , a liability cap of Rs. 1,500 crore on an operator in case of an accident, a liability cap of Rs. 1,500 crore also on the Government of India in case of an accident. Section 5. (1) of the said bill states "An operator shall not be liable for any nuclear damage where such damage is caused by a nuclear incident directly due to —
    (i) a grave natural disaster of an exceptional character; or
    (ii) an act of armed conflict, hostility, civil war, insurrection or terrorism
